The greatest fall in prices was seen in the North East (8.2%), followed by Wales (5.8%).
The average price of a property in England and Wales stood at slightly more than 162,000 pounds last month.
The only region in England and Wales to experience an increase in its average property value over the last 12 months is London with a movement of 2.7 per cent.
The findings of the Land Registry are based on 16 million transactions in the residential property sector.
